How can I preserve fish specimen?

I am an amateur collector. I want to preserve native dead fish specimen in my collection using formalin or something like that. Is there any alternative to Formalin? If not, how can I buy and carry formalin legally. How can I use formalin to preserve fish? Should I mix water with formalin or I should not. I will be grateful if you give a complete guideline.
